Following a catastrophic explosion of one of America's newest atomic power plants, the government is searching for new sources of electric power. A group of French-Canadian terrorists make a deal with the US President to provide the US with hydroelectric power in exchange for US military assistance to install a sovereign government in Quebec. With CIA assistance and the invasion of Quebec by US Marines, the plot almost succeeds in A Promise of Life.
