About the Author

Harvey Randall served as Principal Attorney, New York State Department of Civil Service, as Director of Personnel for the State University system and as Director of Research, Governor's Office of Employee Relations.

Eric D. Randall is the Editor in Chief of ONBOARD, the New York State School Board Association's newspaper. He has a bachelor's degree from Cornell University and an MBA from the University of Virginia's Darden School of Business.
