An enthusiastically brain-damaged outing from Charles Band's prolific B-Movie outfit Full Moon Entertainment, this cult-move manqué, directed by Oingo Boingo co-founder Richard Elfman (brother of composer Danny Elfman) is weird even by Full Moon's unique standards. The demented plot begins with a modern-day Bowery Boys-type bunch foiling a street gang's robbery scheme only to bring down the wrath of hilariously butch crime boss "Big Mo" (Meg Foster, complete with Elvis pompadour), who commands her chief axe-man to rub them out. Thanks to the voodoo skills of newsstand vendor Sumatra (Julius Harris), the three boys' severed heads are reanimated (it is never specified why this is all Sumatra could salvage) as tiny airborne mini-zombies with assorted super-powers. This leads to the inevitable blow-out between the Heads and Big Mo's legions, as well as one of the weirdest romantic subplots on record. Initially an abortive bid for midnight-movie infamy (much like the director's Forbidden Zone), this wacko twist on the basic comic-book superhero scenario has a playful nature that distances it from cult-horror territory but gives it a certain kooky charm; it features a main-title theme by the director's big-shot brother.

The main characters are Mr. Sumatra, Tommy, Sally, Vinnie and Big Moe. Vinnie had a gang - called the Vipers. Big Moe had a girlfriend and criminal organization. Tommy had 2 friends - Bill and Freddie. Vinnie lead his gang. They robbed and exploited the neighborhood Tommy and Sally lived in. They also worked with Big Moe's organization. Eventually Tommy and the others fought back against the Vipers and Big Moe. For that Big Moe had Vinnie murder them. Sally was just beginning to realize her feelings for Tommy when he was died. Mr. Sumatra had immigrated to that neighborhood, from Haiti. Before that he'd been both a cop and Voodoo Masters. He knew their spirits wouldn't rest. He allowed them to return as Shrunken heads. Over the course of a year they learned to use their new forms to fly through the air and to fight. Freddy carried a switch blade in his mouth. Bill had vampire like fangs. Tommy was able channel high voltage electricity - in essence he could cast lightning. Once trained they were unleashed upon the city's criminals. Anyone killed by the heads became zombies, under Sumatra's control. The heads picked off many of the city's low lifes, as they closed in on their murderers. Eventually Sally learned of Tommy's resurrection, and Vinnie's part in his death. She allied herself with Sumatra. Together they lead the heads, and an army of zombies, on an assault against Moe's organization. Moe and Vinnie take Sally hostage and attempt to flee in a car. The heads pursued, in a chase that was both violent and funny. After the final battle Sally became Sumatra's student, learning the Voodoo ways. She helped Sumatra perform a powerful curse on Vinnie and Moe. With their mission complete, Tommy and the others went to sleep. Sally would watch over them, until they were needed again.
